The installation of flash-kernel-piboot on resolute, is basically a
long-winded way of installing piboot-try (flash-kernel-piboot in
resolute is just an empty transitional package that depends on piboot-
try).

Either way, that indicates that the root cause here is that piboot-try
didn't get installed by the upgrade. Either that's due to it being the
ubuntu-release-upgrader route, but before we got the piboot-try force-
install fixed, or due to an attempted dist-upgrade which broke because
of the missed Breaks: clause on flash-kernel in resolute, but both of
those are covered by LP: #2151216 (technically later, but I'm
consolidating what I can under that one, so I'll mark this one the
duplicate).
