Are you asking for onetbb to stay at 2022.3.0-2 and not get any auto-
synced updates if something newer lands in Debian from now on?

If that understanding is correct could you please confirm (or clarify if my 
understanding is wrong)?
If you want to make it easier for us, you might provide a PR against 
https://git.launchpad.net/~ubuntu-archive/+git/sync-blocklist/tree/sync-blocklist.txt
 with onetbb listed, a comment explaining why and a reference to this bug. I 
could do that but while not certain enough what exactly you are requesting I'm 
concerned I might make matters worse.
