The issue on my machine was my second GPU (AMD HD6450), using the radeon driver. Removing the GPU seems to have fixed the micro-stutters, but I am yet to attempt more rigorous testing. I was also experiencing intermittent graphics corruption on my second monitor after sleep & while using vulkan applications, so I assume there is now some conflict between the radeon & amdgpu divers.
