Public bug reported:

The Character Palette applet currently only handles emojis and
characters that consist of a single Unicode code point. It does not
correctly support or display multi-code point grapheme clusters,
specifically Emoji Modifier Sequences (such as emojis with skin tone
modifiers like 👍🏼).

After apparently adding the character successfully (the character
renders correctly in the preferences window), the modifier is separated
in the applet. Screenshots attached.
