Thank you for your help. It does indeed work after a reboot, which means
that my tentative MWE was not, in fact MWE.
This allowed my to further pinpoint my problem, which was related to my
home being ecryptfs-encrypted. Now, that had always worked, but I had
done loginctl enable-linger to have a session not die when exiting ssh.
However, this makes a "manager" user session being started at boot,
before an actual login. So the systemd user manager is started at a time
when the home dir is still encrypted, and thus does not see the
services.
