That almost certainly sounds like a bug in the safenet core PKCS#11 module then.
To help narrow it down (and perhaps find a simpler reproducer case) you could try setting 'log-calls:yes' to the p11-kit .module file for it, so that all the calls are logged. Looks the module itself might have registered an atexit() handler to call C_Finalize() on itself, and is doing so even after the application has correctly done so?
