linux-raspi/6.17.0-1021.21 is not in proposed. The change was
(accidentally?) folded into a security cycle so ended up in proposed2
PPA:

team/+archive/ubuntu/proposed2/+packages?field.name_filter=raspi&field.series_filter=questing

Anyways, verified linux-raspi/6.17.0-1021.21 from that PPA:

$ dpkg-deb -x linux-modules-6.17.0-1021-raspi_6.17.0-1021.21_arm64.deb tmp/
$ grep CONFIG_BPF_LSM tmp/boot/config-6.17.0-1021-raspi 
CONFIG_BPF_LSM=y
