Public bug reported:

On ubuntu resolute files are being installed in wrong place.  I've
checked version 0.121-1 as well and it's also wrong.

[email protected] is installed on /

files that should be under /lib/udev ar also on /:

/rules.d
/rules.d/05-driverctl.rules
/rules.d/89-vfio-uio.rules
/vfio_name
