It is apparmor.
Since the original submitter suggested that it was apparmor related, and
the torbrowser's crash log also contained warnings about apparmor
denials, I looked up how to switch apparmor to put warnings in the
system journal rather than denials for torbrowser.
sudo apt install apparmor-utils
sudo aa-complain /etc/apparmor.d/torbrowser*
That did indeed prevent the crash and allow the torbrowser to save
files. It also made the torbrowser's window decorations visible - which
previously had been invisible and I had to guess at their position to
minimise or close the window.
So that's it. I don't like disabling apparmor but that's what it takes
to make torbrowser useable. Hopefully, someone that understands the
apparmor syntax can revisit the apparmor configuration for torbrowser.
