Tested it. First, I boot into a fully-updated Resolute machine, enabled the screen reader, changed with the keyboard to the dock using Ctrl+Alt+Tab, and moved through the panel using Tab. As expected, the screen reader said "panel XXXXX button" for each icon in the dock.
Installed gnome-shell/resolute-proposed, logged out, logged in again, and repeated the process. Now the screen reader said "XXXX button" for each icon in the dock, as it should be.
