driverctl fails to apply udev overrides. I believe the root cause is
that the package installs certain files into /


I used driverctl to specify that certain pci devices should use the vfio 
driver. This created files in /etc/driverctl.d. However on rebooting, the 
overrides didn't seem to work.

When I inspected the files installed by the package it looks like there
are 3 problems:

1) systemd service file is in /
2) udev rules are in /rules.d instead of /etc/udev/rules.d
3) a script vfio_name is installed to /
