Public bug reported:
The bionic-updates package index references version 36ubuntu0~18.04 of
the following packages, but the actual .deb files return HTTP 404 Not
Found on archive.ubuntu.com:
- ubuntu-advantage-tools_36ubuntu0~18.04_all.deb
- ubuntu-pro-client_36ubuntu0~18.04_amd64.deb
- ubuntu-pro-client-l10n_36ubuntu0~18.04_amd64.deb
This causes do-release-upgrade to fail when attempting to upgrade from
Ubuntu 16.04 LTS to 18.04 LTS, as it cannot download these prerequisite
packages.
Steps to reproduce:
1. Run do-release-upgrade on a 16.04 LTS system targeting 18.04 LTS
2. Confirm upgrade at the prompt
3. Upgrade aborts with 404 Not Found errors for the above packages
The package index shows version 36ubuntu0~18.04 as current, however
version 37.1ubuntu0~18.04 exists on the server and downloads
successfully.
Confirmed on 1 July 2026 against archive.ubuntu.com from Australia (IP
resolved to 162.213.35.95 and 185.125.189.138).
