This is not a bug in Ubuntu or the Nvidia packaging. You have an
unsupported "mainline" kernel installed. You should remove it. If you
need a kernel newer than the 6.17 HWE kernel, the 7.0 kernel (which will
replace 6.17 in August) is now available and can be installed with:
sudo apt install linux-generic-hwe-24.04-edge
