Steps to reproduce

Fresh install Kubuntu 26.04.
Log into Plasma (Wayland).
Enable any splash screen.
Log out and back in.

Expected result

With a splash screen enabled, after entering the password, the splash
screen should disappear once Plasma has finished loading (approximately
4 seconds on this system), allowing the desktop to become usable.

Actual result

Splash remains visible for almost exactly 30 seconds before disappearing.
During this time keyboard input is blocked.
For "Progress bar" Splashes like Oxygen, it is stuck at the 80% mark from the 
moment it appears till it disappears, with no movement the entire time.  

When the splash screen is disabled, login consistently completes in
approximately 4 seconds.

Additional observations
Reproduces 100% every login.
Reproduces with Breeze and Oxygen splash themes.
Reproduces on a completely fresh installation.
systemd-analyze --user critical-chain shows no user services taking a 
significant amount of time to start.
Logging into Plasma (X11) instead of Plasma (Wayland) fixes the problem 
completely. The splash lasts less than one second and the desktop login sound 
plays normally.

Additionally, on Wayland, the desktop login sound is never played. On
X11, it plays normally during login. This appears to coincide with the
splash screen disappearing immediately on X11

I also tested the workaround proposed in KDE Bug 494840. It had no
effect on this issue. https://bugs.kde.org/show_bug.cgi?id=494840
