I installed this package on a minimal system, and...
$ CARGO_VENDOR_DIR=vendor/cargo_registry

Can't exec "cargo": No such file or directory at
/usr/share/cargo/bin/dh-cargo-vendored-sources line 28.
readline() on closed filehandle F at
/usr/share/cargo/bin/dh-cargo-vendored-sources line 31.
malformed JSON string, neither array, object, number, string or atom, at
character offset 0 (before "(end of string)") at
/usr/share/cargo/bin/dh-cargo-vendored-sources line 31.
I think the package needs "Depends: cargo".
