This is another duplicate of LP: #2151216
For the record: dist-upgrade is not a supported upgrade method, only do-
release-upgrade is. The dist-upgrade here didn't pick up the flash-
kernel -> piboot-try transition (it left the meta-package on the noble
version, and upgraded flash-kernel to the resolute version which doesn't
know anything about the Raspberry Pi because that functionality was
moved to the piboot-try package).
There's also the initramfs-tools -> dracut transition. This is only
*strictly* necessary if you have a smaller boot partition, but given
you're upgrading all the way from focal that's a distinct possibility.
To try and fix in your case:
sudo apt install piboot-try dracut
This will prompt to remove flash-kernel (for piboot-try) and initramfs-
tools (for dracut), which is expected. Once that's complete:
sudo apt -f install
And hopefully the anything still pending will be upgraded. The other
thing to double check is your EEPROM date:
sudo rpi-eeprom-update
If "CURRENT" is earlier than 2022-11-25, you also need to update your
boot EEPROM or your system won't know how to deal with the A/B tryboot
facility. If this is the case:
sudo rpi-eeprom-update -a
Then reboot.
