SRU/Release team note: While the diffs look large, they do follow the
SRE guidelines and contain only the minimal required changes. The reason
the upstream diff is large is because some less critical stable minor
maintenance releases were skipped, and now the delta of multiple
upstream maintenance releases are imported at once. Some of the changes
are to Salsa CI and autopkgtest and are required only for packaging and
quality assurance purposes and don't affect end users. Some changes are
the same upstream already did in their `debian/` equivalents, and some
changes are mandatory follow-ups to upstream changes such as new files.

The Resolute changes in AppArmor and NEWS are changes that were prepared
in collaboration with the Server Team but missed the Resolute freeze and
thus did't get included via
https://bugs.launchpad.net/ubuntu/+source/mariadb/+bug/2148632, but are
necessary for user experience and safe to include now.

All of these changes have passed review by multiple people as recorded
in the Debian update MRs, there has been extensive CI both before and
after the upload, and the changes have been in production use by people
using upstream repositories directly since end of May, and in Debian
unstable, stable and oldstable more recently. These Ubuntu updates are
the last ones being pushed out and thus benefit from longest baking time
before being put into production.
