Glycin is the image loading library from GNOME.

This is a new upstream bugfix release for glycin:

It includes two vendored rust crate updates.

- glycin-image-rs 2.1.5

- image-rs/jpeg: Support RGB for editing. There are actually images that don't
  use ycbcr. #274

[ Test Plan ]

1. Verify that you're able to load images in Image Viewer (loupe),
   at least one per major format: JPG, PNG, SVG
2. Verify that you're able to load images in Eye of GNOME (eog),
   at least one per major format: JPG, PNG, SVG

[ Where problems could occur ]

Glycin is the image decoding/encoding library used by across GNOME projects.
Issues may manifest in any GNOME applications that use gdk-pixbuf or glycin to 
load/save images.
The test plan verifies two of the major users:
* loupe: an image viewer using glycin directly
* eog: an image viewer using glycin through gdk-pixbuf. if this works 
correctly, then we may infer somewhat confidently that the update has not 
regressed gdk-pixbuf and its various users.
