Public bug reported:
On kernel 6.8.0-134, all attempts to use any external drives seems to
fail near the end of the boot process, with messages printed on-screen
about I/O errors on sectors when attempting. The only fix I've found so
far is downgrading the kernel in GRUB to 6.8.0-111. The last thing that
appears in the journal before this happens is a "cut here message", as
follows:

One thing I should mention: all I/O shutting off is only a theory as to
what's happening, as nothing after this point appears in the journal and
all that appears on-screen is I/O errors. It is a bit hard however to be
certain, as after this point no logs exist, so I just have to guess
what's going on... Notably, I'm able to get 403 errors when connecting
to my web server running apache, complaining that the .htaccess file
cannot be read. Unfortunately due to the nature of this bug, I'm unable
to give much for what happens after all of the I/O operations start
failing...
