We also hit this issue, with Debian `apt` (2.6.1) and `apt-cacher-ng`.
Indeed most updates work, but with a large fleet of machines, this is a
recurring issue and is becoming a nuisance.

Anyway. I am not that clear on some quotes here

What exactly is the clean workaround here? Setting
`Acquire::Retries::Delay=false` or `Acquire::Retries=0` ? Or the rather
crude `ss .. | kill` script?
