I reproduced the same issue in a fresh VM (QEMU/libvirt with emulated TPM2 and UEFI Secure Boot enabled), completely different virtual hardware from my physical machine. Same symptom: Plymouth splash works on boot, missing on shutdown/reboot. Since this reproduces on virtualized hardware as well, it rules out any GPU-driver-specific cause (Intel/AMD) and points to something in the general UKI + TPM2-FDE + SimpleDRM/Plymouth shutdown path on Ubuntu 26.04 — reproducible independent of physical hardware. Happy to share the VM config if useful for reproduction on your end.
