Broken kernel:
7.0.0-28-generic
Problem:
Brightness control stopped working after upgrading to Linux 7.0.0-28.
The GNOME brightness slider moves normally.
brightnessctl successfully changes:
/sys/class/backlight/intel_backlight/brightness
Example:
brightnessctl set 10%
reports success and the brightness value changes, but the physical
display brightness never changes.
Booting back into Linux 6.17.0-40 restores correct brightness control
immediately.
This appears to be a regression introduced in Linux 7.0.
