Public bug reported:

After I manually applied the fix for 
https://bugs.launchpad.net/ubuntu/+source/edk2/+bug/2160129 ,
now qemu process can launch when SEV-SNP is requested.

However guest operating system does not boot up properly.

Looking at console logs I found the following error indicating a problem
with grub boot loader.

BdsDxe: failed to load Boot0002 "Grub Bootloader" from
Fv(7CB8BDC9-F8EB-4F34-AAEA-3EE4AF6516A1)/FvFile(B5AE312C-BC8A-43B1-9C62-EBB826DD5D07):
Not Found

This problem is consistently reproduced with Ubuntu 26.04 used in both
guest and host. (For guest I'm using the official cloud image)
