Ubuntu 24.04.4 LTS
After upgrading Ubuntu 24.04, /bin and /lib are merged but /sbin is still a
real directory.
Current state:
/bin -> /usr/bin
/lib -> /usr/lib
/sbin (directory)
Current versions:
systemd 255.4-1ubuntu8.14
candidate 255.4-1ubuntu8.16
Upgrade fails because systemd preinst reports:
The system does not have a merged /usr.
Please install usrmerge.
However installing usrmerge is impossible.
usrmerge failure
usrmerge aborts because /sbin contains hundreds of packaged files that
also exist under /usr/sbin.
Examples:
/sbin/agetty
/usr/sbin/agetty
/sbin/fsck
/usr/sbin/fsck
/sbin/openvpn
/usr/sbin/openvpn
/sbin/apparmor_parser
/usr/sbin/apparmor_parser
The copies are different package versions.
Example:
/sbin/agetty
Aug 2024
/usr/sbin/agetty
Mar 2026
Hashes differ.
There are roughly
472 packaged duplicates
and
85 files existing only in /sbin
so usrmerge refuses to overwrite them.
base-files state
base-files already provides
usr-is-merged
and has active diversions:
diversion of /bin to /bin.usr-is-merged
diversion of /lib to /lib.usr-is-merged
diversion of /sbin to /sbin.usr-is-merged
Nevertheless /sbin remains an ordinary directory.
Result
The system is stuck:
systemd
requires usrmerge
usrmerge
cannot complete because packaged duplicate files exist
therefore neither package can proceed.
