Public bug reported:
In system setups using dbus-broker instead of the traditional dbus-
daemon, dbus-send is not installed or available by default.
Several global shortcut definitions provided by KDE desktop packages
hardcode calls to dbus-send in their .desktop files under
/usr/share/kglobalaccel/. When triggered, these calls fail with KIO
errors:
kwin_wayland_wrapper[...]: kf.kio.gui: "dbus-send" "Ohjelmaa ”dbus-send”
ei löydy" (or equivalent "Command not found").

Package kscreen:
/usr/share/kglobalaccel/org.kde.kscreen.desktop (Exec=dbus-send ...)
Package plasma-desktop-data:
/usr/share/kglobalaccel/org.kde.touchpadshortcuts.desktop (Exec=dbus-send ...)
Expected result:
Global shortcuts should use native D-Bus integration, qdbus, or rely on a
standard binary/service interface without depending on dbus-send.
Actual result:
Shortcuts fail to execute on dbus-broker systems unless dbus (legacy utilities)
is explicitly installed.
