I'm going to close this bug report. I've been trying to get a valid
scenario by removing foreign packages from Ubuntu 25.10 in a VM, but
this task has gotten too time consuming now that 25.10 has been
archived. My purpose in opening this bug was to possibly help others
who may encounter the same issue. Hopefully, it can still serve that
purpose if people encounter the same issue and find this bug report via
search.
Since Peter White believes this is an invalid bug report, I'll use that
as the reason for closing
