I could reproduce that same issue in the tar version in upstream git-
tree, so it sounds to be an upstream bug. In any cases, I'm preparing a
security regression update that fix it.

$ ./tar/src/tar xf publicfile_0.52.orig.tar.gz
./tar/src/tar: Skipping to next header
./tar/src/tar: Exiting with failure status due to previous errors

$. /tar/src$  (master) ./tar --version 
tar (GNU tar) 1.35.90
