I'm logged in from Windows through RDP.

When I run gnome-remote-desktop, and I go to something that requires
permissions, "Some settings are locked".  For instance when I go to the
"Users" section, and I want to add some users to my system, There's an
"Unlock" button in the upper right corner.  No matter how many times I
click it, it does absolutely nothing.  This is also the case for other
system settings.

I can't manage printers, I can't set up remote desktop, I can't change
date and time preferences.
