Public bug reported:

Netplan is not correctly creating configuration for ethernet card. 
Instalation of Ubuntu created file /etc/netplan/00-installer-config.yaml wiht 
dhcp configuration. 
After the first login from GUI was created configuration with static ip4 
address. 
The final configuration in 
/run/NetworkManager/system-configuration/netplan-enp2s0.nmconnection contains 
both: address and dhcp (auto). When interface is activated it is after a few 
seconds disabled.
