This bug affects me too on Dell Inspiron 7000 Gaming series with Intel
7700HQ and nvidia 1050ti.

The brightness controls do not work.

One additional property in the bug or could be a separate bug
-> after resume from suspend, the built-in display has no backlight,
I can faintly see some graphics or connect an external display and see the GUI, 
however,

after a single suspend -> resume cycle, the built-in display backlight DOES NOT 
switch-on no matter what,
mandatorily requires a reboot to get the back-light back.
