Looking into it, I agree that handling it better in the NM's netplan
rendering flow sounds appropriate. It is valid to have an interface set
up with both DHCP and a static IP, but here the user intention is to
have only static IP.

I have not thought of a fix. But the to-be-proposed fix should not break
the simultaneous support for both DHCP and static while also making sure
it works the way the user intended.
