I completed the requested testing after reverting all previously added
kernel boot parameters so that the system was tested with the default
configuration.

The observed behaviour matches your expectations exactly:
* **7.1-rc5** reproduces the regression. The brightness slider and keyboard
brightness hotkeys changed the reported brightness value, but the physical
brightness of the internal display did not change.
* **7.1-rc7** restores full brightness control. Both the GNOME brightness
slider and the keyboard hotkeys correctly adjusted the panel brightness across
the full range. Suspend and resume did not reintroduce the issue.
* **7.1.4** also restores full brightness control with identical behaviour to
7.1-rc7. Brightness adjustment continued to work normally both before and after
suspend/resume.
These results strongly suggest that my system is affected by the same
regression discussed in the related report, and that the fix associated with
commit `f30fddb4402313aa5301a74d721638d343395269` (or the corresponding
upstream change incorporated between 7.1-rc5 and 7.1-rc7) resolves the issue on
my hardware.
