Additional regression testing:

Booted Linux 7.0.0-28-generic → brightness keys and KDE brightness slider do 
not change the LCD backlight.
Writing to /sys/class/backlight/intel_backlight/brightness changes both 
brightness and actual_brightness, but the physical display brightness does not 
change.
Rebooted into 7.0.0-27-generic on the same installation.
Brightness keys, KDE brightness slider, and hardware backlight all work 
normally.
This appears to be a regression introduced between 7.0.0-27 and 7.0.0-28.
