This bug was fixed in the package update-notifier - 3.209
---------------
update-notifier (3.209) stonking; urgency=medium
* update: Always show notification if requested (LP: #2159587).
- There is no reason for mandating the appindicator to be visible before
showing a desktop notification; in facts, in most cases the appindicator
won't be visible.
- Likewise, APT may be running for other reasons (e.g. installing something
via the App Center, or running unattended-upgrades for a partial
security-only update) but we still want to show a notification that more
updates are available. Update Manager can handle being launched while APT
is running.
