Update after more testing. It's actually an intermittent shutdown hang. Most shutdowns are fine; it only happens sometimes, with no reliable trigger, including on a normal GUI shutdown.
It's not GPU-specific: the CPU fan spins too, not just the GPU fans. And it's a real hang, not a clean power off. The power button does nothing, but a 4 second force-off recovers it, and it boots back normally. That points at a soft-off/ACPI path. On kernels: 7.0.0-27 was stable across 10 shutdowns in a row; 7.0.0-28 still hangs occasionally.
