USB PD negotiation stops working at random or something.
once i put the laptop to sleep, pd negotiation / charging resumes, then i turn
the laptop back on and everything is back to normal. repeatedly happening since
latest kernel update...
i did have to remove DKMS and install a different version to fix update
to 7.0.0-28-generic. donno if related.
