I did the test also on Ubuntu Stonking 26.10 and we have the same
reported issue:
$ apt-get install -q -q --yes lua5.4 liblua5.4-dev lua5.5 liblua5.5-dev luarocks
$ luarocks --lua-version=5.4 config | grep INC
LUA_INCDIR = "/usr/include/lua5.4",
LUA_INCDIR_OK = true,
$ luarocks --lua-version=5.5 config | grep INC
-> EMPTY
