After upgrading to Ubuntu 26.04 LTS, my Dell Latitude E7250 consistently
fails to resume from suspend when running Linux kernel 7.0.0-28-generic.
The exact same hardware resumes successfully on:
Ubuntu 24.04 Live USB
Ubuntu 26.04 using Linux kernel 7.0.0-14-generic
Windows 11
This strongly indicates a kernel regression introduced between Linux
7.0.0-14 and 7.0.0-28.

Problem Description
When the system enters suspend, it cannot successfully resume while
running Linux kernel 7.0.0-28.
The problem occurs regardless of how suspend is initiated.
It happens when:
Closing the laptop lid
Automatic suspend after inactivity
Manual suspend
Initially I believed the issue was related to closing the laptop lid,
but further testing showed that the same failure occurs when the laptop
suspends automatically after being idle.
Therefore, the problem is Suspend/Resume, not lid handling.
Steps to Reproduce
Boot Ubuntu 26.04 using Linux kernel 7.0.0-28-generic
Allow the system to suspend (or run systemctl suspend)
Wake the laptop
Expected Result
The laptop should resume normally and restore the desktop.
Actual Result
The laptop powers on but the display never returns.
Observed behaviour:
Screen remains completely black.
Keyboard Caps Lock LED still toggles.
USB mouse remains powered.
Initially the power LED blinks rapidly, then changes to a slow blinking pattern.
The system never returns to the desktop.
Pressing keys does not recover the display.
Ctrl+Alt+F1/F2/F3 does not restore the graphical session.
The laptop must be hard powered off.
Troubleshooting Performed
The following were tested without resolving the problem:
Display Server
Forced Xorg instead of Wayland
No change.
Intel Graphics Parameters
Tested kernel parameters including:
mem_sleep_default=deep
i915.enable_psr=0
i915.enable_dc=0
acpi_backlight=native
No improvement.
Display Manager
Tested GDM and LightDM.
No improvement.
BIOS
Checked BIOS sleep configuration.
"Block Sleep (S3)" remained disabled.
No BIOS configuration change resolved the issue.
Wi-Fi Driver
Tested suspend with Wi-Fi disabled.
No change.
Power Configuration
Changed
HandleLidSwitch=ignore
This only prevented suspend from occurring.
It avoided the symptom but did not solve the suspend/resume bug.
Comparison Testing
Ubuntu 24.04 Live USB
Booted Ubuntu 24.04 Live USB on the same Dell Latitude E7250.
Suspend and resume worked correctly.
Repeated successfully.
Ubuntu 26.04 Kernel 7.0.0-14
Booted the older kernel from GRUB:
Linux 7.0.0-14-generic
Suspend/resume was tested repeatedly.
Result:
5 successful suspend/resume cycles.
No failures observed.
Ubuntu 26.04 Kernel 7.0.0-28
Booted the latest kernel:
Linux 7.0.0-28-generic
Suspend consistently failed with the black screen behaviour described
above.
Windows 11
Windows 11 on the same hardware suspends and resumes correctly.
No hardware issue is observed.
Conclusion
Based on repeated testing:
Environment Result
Windows 11 ✅ Suspend works
Ubuntu 24.04 Live USB ✅ Suspend works
Ubuntu 26.04 + Kernel 7.0.0-14 ✅ Suspend works (tested 5 times)
Ubuntu 26.04 + Kernel 7.0.0-28 ❌ Suspend fails consistently
This strongly suggests a regression introduced between Linux kernels
7.0.0-14 and 7.0.0-28 affecting suspend/resume on the Dell Latitude
E7250 with Intel HD Graphics 5500.
