A sponsorship-ready Noble debdiff for gtk+3.0 3.24.41-4ubuntu1.4 is attached
and marked as a patch, together with the deterministic reproducer and runner.

The debdiff is against the current Noble updates source
3.24.41-4ubuntu1.3. It contains only the SRU changelog stanza, the patch-series
entry, and the minimal upstream fix. The generated source changes correctly
contains Launchpad-Bugs-Fixed: 2162853.

Pre-upload validation in a fresh Noble VM:

* complete source and binary builds succeeded;
* all 194 package tests passed (0 failures, 0 skips, 0 timeouts);
* lintian reported no errors (and no source warnings);
* the stock archive package deterministically reproduced the sticky repaint
  failure with tick_delta=21 and draw_delta=0;
* the final 3.24.41-4ubuntu1.4 binaries passed the same test with
  tick_delta=20 and draw_delta=19;
* apt-get check and dpkg --audit passed after installing the final cohort;
* Ubuntu 26.04 already contains the upstream fix, so no Resolute SRU is needed.

The attached validation summary has the detailed results. My account is not a
bug supervisor, so Launchpad would not permit me to create the Noble series
nomination; please add/approve the Noble task during review. Could an Ubuntu
uploader please review and sponsor this upload to Noble's unapproved queue?
Formal verification will be repeated with archive-built noble-proposed
binaries before adding verification-done-noble.
