I can reproduce a related issue on Ubuntu 26.04 LTS after upgrading from
Ubuntu 24.04 LTS.

Symptoms:

- Almost all GNOME icons disappear (Ubuntu Dock, Activities overview and top 
panel).
- GNOME screenshots stop working.

The kernel log contains AppArmor denials like:

apparmor="DENIED"
profile="unprivileged_userns"
comm="gly-hdl-loader"
name="/usr/bin/bwrap"
capname="setpcap"

and

apparmor="DENIED"
profile="unprivileged_userns"
comm="gly-hdl-loader"
capname="net_admin"

The issue is 100% reproducible.

Running

aa-complain /etc/apparmor.d/unprivileged_userns

followed by a reboot immediately restores all icons and screenshots.

Running

aa-enforce /etc/apparmor.d/unprivileged_userns

followed by another reboot immediately reproduces the issue.

The problem is system-wide and also affects newly created users.

If additional logs or testing would be useful, I would be happy to
provide them.


Hardware: Intel Arrow Lake-P Graphics (PCI ID 8086:7d51), GNOME Shell 50.1, 
Mesa 26.0.3.
