Investigated the cause. It's due to this change in openssl 4:
* Dropped patches, not required anymore in Ubuntu
- d/p/default-configuration-read-dropins-and-crypto-config.patch
The patch added this line to `openssl.cnf`:
.include /etc/ssl/openssl.conf.d
Which allows other packages like crypto-policies to override/add
configurations to `openssl.cnf`.
