This bug was fixed in the package libadwaita-1 - 1.10~alpha.1-0ubuntu3

libadwaita-1 (1.10~alpha.1-0ubuntu3) stonking; urgency=medium

  * Revert libadwaita-1-dev.install to installing subproject (ministream)
    files. Cleaning it up like 0ubuntu2 did was not sufficient because some
    dependents tried to resolve the private pkgconfig requirements and
    rightly found that ministream.pc was missing. Although they should never
    be doing this and libministream.a was also missing in 0ubuntu1, providing
    all the files including the ones that no one should use, is the easiest
    way to avoid breaking multiple downstreams.

libadwaita-1 (1.10~alpha.1-0ubuntu2) stonking; urgency=medium

  * Update ubuntu/style-manager-Support-Yaru-accent-colors.patch to not
    clear the UPDATE_ACCENT_COLOR flag in update_stylesheet(). Doing so
    would bypass the upstream accent_provider (LP: #2161877)
  * debian/libadwaita-1-dev.install: Avoid installing subproject (ministream)
    files. They are private to libadwaita, meaning you should never know
    about them unless linking to libadwaita statically.
