Thank you for reporting. I could easily reproduce the issue.
Additionally, the issue looks fixed on stonking-proposed.
It looks like the 4.0 patch fixing erroneous utf16 encoding might be it,
as the output I get from id3info skips every second char: "test case" ->
"ts ae"
