Title: Automatic screen blank (idle-delay) ignored while only "suspend"
is inhibited (e.g. Chromium playing background audio)

Component: gnome-settings-daemon (power plugin) / possibly gnome-shell

Summary:
When an application (e.g. Chromium) holds only a suspend inhibitor via 
org.gnome.SessionManager.Inhibit (flag 4) — without an idle inhibitor (flag 8) 
— GNOME's automatic screen blanking (org.gnome.desktop.session idle-delay) is 
also suppressed. This appears incorrect: per the freedesktop/GNOME inhibitor 
semantics, a suspend-only inhibitor should prevent system suspend, but should 
not prevent the display from blanking/dimming on idle.

Steps to reproduce:

On a fresh session, set Settings → Power → Screen Blank to a short delay (e.g. 
1–5 minutes) for testing.
Open Chromium (or any Chromium-based browser) and start audio-only playback in 
a background tab (e.g. a YouTube video with the tab not focused, or an audio 
stream).
Confirm the inhibitor is active:
   gnome-session-inhibit --list

Expected output includes something like:

   /usr/lib/chromium/chromium: Playing audio (suspend)
Leave the system completely idle (no keyboard/mouse input) for longer than the 
configured screen-blank delay.

Expected behavior:
The screen should blank/dim after the configured idle-delay, since only suspend 
is inhibited, not idle. Audio playback continues uninterrupted; only the 
display should go dark.

Actual behavior:
The screen never blanks or dims, for hours, as long as the suspend inhibitor 
from Chromium remains active. The only way to force blanking is to manually 
call:

gdbus call --session --dest org.gnome.ScreenSaver --object-path
/org/gnome/ScreenSaver --method org.gnome.ScreenSaver.SetActive true

which bypasses the automatic idle-check entirely — indicating the issue
is in how gsd-power/gnome-shell evaluates inhibitor flags before
triggering automatic blanking, not in the screensaver activation
mechanism itself.
