Thanks for confirmation! Mainline kernels are not really meant for
production environment, however fix should be already available in
7.0.0-31.31 Ubuntu kernel via -proposed repository. I think right now
there are 4 options available for you.

1. Wait till end of month until kernel 31 gets to regular update channel.
2. Enable -proposed repository and get 7.0.0-31 kernel update through it 
(instruction: https://wiki.ubuntu.com/Testing/EnableProposed) right now.
3. Stay with mainline v7.1-rc7 for now until you get an update via apt to 
7.0.0-31 (but probably it is going to be the least stable option).
4. I've seen a workaround via boot parameter in one of threads related to this 
issue, which can be used with 7.0.0-29 to make brightness control work again 
until update to 31 lands.
