I have the same behavior.

Still actual.

sudo systemctl hibernate
   → System hibernates and resumes successfully

busctl call org.freedesktop.login1 /org/freedesktop/login1 
org.freedesktop.login1.Manager CanHibernate
   → returns "no"

BUT I found that for root it returns yes but for actual user no.

✔ swift3:~> sudo -i
[sudo] password for user: 
root@swift3:~# ts=$(date +%T.%6N)
root@swift3:~# busctl call org.freedesktop.login1 /org/freedesktop/login1 
org.freedesktop.login1.Manager CanHibernate
s "yes"
root@swift3:~# journalctl --since="$ts" -u systemd-logind.service > logs.txt
root@swift3:~# exit
logout
✔ swift3:~> busctl call org.freedesktop.login1 /org/freedesktop/login1 
org.freedesktop.login1.Manager CanHibernate
s "no"
✔ swift3:~>
