System: AMD Radeon RX 6900 XT (SIENNA_CICHLID, PCI ID 1002:73BF)
OS: Linux Mint 22.3 Cinnamon (based on Ubuntu Noble)
Kernel tested: 7.0.0-28-generic (also reproduced on 6.14.0-37-generic)

Working version: linux-firmware 20240318.git3b128b60-0ubuntu2.26
Broken version: linux-firmware 20240318.git3b128b60-0ubuntu2.29

Symptoms after upgrading to .29:
1. Full black screen on boot. dmesg showed:
   "KHO: Failed to reserve lowmem scratch buffer"
   "amdgpu 0000:03:00.0: probe with driver amdgpu failed with error -22"

2. After adding kho=off boot parameter, amdgpu probed successfully
   (all IP blocks detected, VRAM/GTT initialized, DMUB firmware loaded),
   but display output failed with:
   "[drm] Failed to setup vendor infoframe on connector HDMI-A-3: -22"
   "[drm:dcn20_wait_for_blank_complete [amdgpu]] *ERROR* DC: failed to blank 
crtc!"
   "amdgpu 0000:03:00.0: SMU: No response msg_reg: 22 resp_reg: 0"
   "REG_WAIT timeout 1us * 100000 tries - optc1_wait_for_state"
   Xorg crashed repeatedly (systemd-coredump caught 2 separate Xorg crashes).

Resolution: Downgrading linux-firmware to .26 and holding the package
(apt-mark hold) fully resolved both issues — clean boot at full
resolution on dual monitors, no boot parameters needed.

Steps to reproduce:
1. Have RX 6900 XT with dual monitor setup (DisplayPort + HDMI)
2. Upgrade linux-firmware from .26/.27 to .29
3. Reboot
4. Black screen after boot logo
