[Summary]
Serial won't prompt for user login if there is no display connected to the SUT

Serial won't prompt for user login if there is no display connected to
the SUT. Waited for 5min and still didn't prompt for user login in
serial, only can SSH to SUT with IP. Refer to attached log,
Serial_log.txt.

User login will only prompt when display is connected to the SUT.

[Steps to reproduce]
1) Flash base OS to m.2 nvme

2) Boot up m.2 nvme

3) Power off SUT, remove any display connected to SUT

4) Power on SUT and observe serial output

5) Attach display to SUT and observe serial output

[Expected result]
No Prompt for user login

[Actual result]
Prompt for user login

Observation: Serial don't prompt user login on both; with or without KVM
display connection

HW connection: Connect USB-to-serial cable between Host and SUT
Run command in host:
sudo minicom -D /dev/ttyUSB0
Observe the output: (refer attachment)
