After further testing, I found that SFTP stalling persists on both 6.8.0-137 and 6.8.0-138 kernels. The issue is NOT a kernel regression. The problem is likely in one of the packages upgraded on Aug 19, 2026 (krb5, libinput, or linux-firmware). Reverting the kernel did not resolve the issue, so closing this as not a kernel bug.
