  The error occurs during the package reinstall process, which runs after
  debootstrap to remove the docs for minimized base layers. With latest
  passwd (=1:4.19.3-2ubuntu1), the package's postinst script uses systemd-
- tmpfiles, which requires/proc to be mounted, causing the error.

  It is unclear to me why this issue does not occur for amd64, riscv64,
